Product: Elitebook 830 g5

Can I use tpn-la12 charger on my elitebook 830 g5?

My 830 g5 won't turn on. It is only blinking orange when I charge it while my original charger is slowly blinking green. I don't know if the problem is the laptop or the charger. I have tpn-la12 charger but I don't know if I can use it. Thanks!
