The computer is "acoustically tuned" to use Alexa - apparently this is a feature added so a few HP models in your region (starting sometime in 2019?) and some models of "not HP" brands.
Open your browser > open Amazon website, and look for "Alexa for PC"
What is "built-in Alexa"?
The "built in" means that you can use the "Speak to Alexa" functionality, that is, talk to Alexa to wake up the application.
PC's without the built-in Alexa functionality can still use Alexa for PC but (the user) will have to press the button in the application to "wake Alexa".
Just having the built-in bits acoustic ability to let you "talk to Alexa" is not enough. You need the Application.
According to the Amazon website, that means that you do need to be able to get the application from the Windows Store.
We cannot download the application from Windows Store for you and then send it to you.
Contact Amazon or Microsoft - ask for help how to download the application in your part of the world.
Before you do that, consider asking a friend whether they can find the app at the store - this might help you decide whether the problem is "you" or "everyone you know" (or at least one other person).
