This is about the closed topic:
I found a solution about "the phone shows the charging animation over and over, indicating it's constantly getting connected and disconnected. It does not show up on my laptop either as a connected device." from that forum
My laptop have USB 3.0 type A + Charging Port, USB 3.0 type C + Charging Port and Thunderbolt 3 Port. Thunderbolt 3 Port was the problem with my S21.
I fixed by the following:
1. Update firmware/bios with HP Notebook System BIOS Update (Intel Processors) in "BIOS-System Firmware"
2. Make sure you have Intel Thunderbolt Controller Driver installed in "Driver Controller"
3. Install Intel Thunderbolt Firmware Package in "Software-Solutions"
Intel Thunderbolt Firmware Package did the fix, the first try didn't work because I had uninstalled Thunderbolt Software so I had to install the 2. then install 3.
This is the second time I fix it because I fixed when I had Windows 10 but over time somehow cannot charge my phone, maybe Windows 11 update reset it
