Maybe if you disable the fast startup option in the power settings and completely shut down the notebook, you will be able to remove it.

 

I have had a couple of instances where I could not delete the folder with the PC running or after restarting it, but cold shutting it down and turning it back on after a while sometimes allowed me to remove a folder.

 

I have never had a stuck SWSetup driver folder before.

 

Even if it doesn't go away after doing that, you may find one day that you can delete it.

I disabled fast startup already so it can't be that, and btw I uninstalled the IObit software and now I can't delete the folder it was installed in.

I find that quite ironic.

EDIT: After reboot I could delete the software but that's still pretty funny (The folder doesn't budge).
