As I understand you can't download Kodi on your HP Chromebook,
No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:
Did you check if the app is compatible with your product?
If you have received the message-"The device didn't/doesn't support the program", I'm afraid it means that you cannot install it.
I also checked a few YouTube videos regarding the installation of the Kodi media player on Chromebook but they involve installing 3rd party applications, changing the OS to Linux among others and none of this is supported or recommended by HP, however, you may do this at your own discretion.
