My current BIOS version is F.11.
Support web-site says there is F.12 version available
But when I am trying to update it I get an error. I installed a fresh Windows 11. And of course there is enought storage on the disk.

The disk your error is referring to is actually the EFI partition, which is a very small partition on the hard drive/ssd drive. It contains not only Windows boot system but also HP hardware diagnostic tool and bios update utility, which is used when a bios update is attempted from within Windows. Evidently your EFI partition doesn't have enough space for the bios update utility to work on the update.
A workaround is to create a bios update usb flash drive and run it from Firmware Management of F2 PC Diagnostics UEFI. The usb drive contains bios update utility in the \HP_TOOLS\Hewlett-Packard\BIOSUpdate folder hence it doesn't have to use the update utility in the EFI partition.
See the post below, where the author had the same problem as yours but was able to update bios using this method. Click the link in his first post and go to the "Updating the BIOS Manually from a USB Flash Drive (Outside of Windows)" for detailed instructions.

I don't now why but my 'HP PC Hardware Diagnostics UEFI' doesn't have 'Firmware Management' option.
By the way windows 11 updates tool was able to download and install F.11 bios version without any problems 🤷
