HP ENVY 16 inch Laptop PC 16-h1000 (754F7AV)

I have an HP Envy 16 16-h1023dx with  i9-13900H  and 4060.  I noticed the CPU was throttling at low temperatures and benchmarking  below other i9-13900H results.   The CPU doesn't draw more than 45 W and draws around 20 W under full load.  When I use HP command center to change the power settings, it is stuck in 'balanced mode'.  The other modes are not greyed out, but I cannot set them. As soon as I click on the checkbox, it jumps back to balanced mode.

 

I have tried:

- restarting the PC

- updating to the latest bios

- uninstalling and reinstalling HP Command Center

 

Is there any other way to change the power settings? I'd like to be able to use performance mode when plugged in and battery saver on the go.
