Have tried Shift, Alt, Ctrl, Fn keys singly and in combination but cannot get the greater than/less than symbols to work. Using an English Canada keyboard.

To provide you with an accurate solution, I'll need a few more details:
Have you recently made any software or hardware changes on the PC before the issue started?
Did you try to update the Bios?
In the meantime, let's try these steps here:
Perform a Hard reset on the notebook:
Many startup errors and other problems can be resolved by decreasing the amount of power stored in hardware components. Decreasing stored power is sometimes referred to as a "Hard Reset". Use the following steps to perform a hard reset on a computer:
1. If Windows is open, click Start and then Shutdown.
If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.
2. With the power off, disconnect the power cord from the back of the computer.
3. With the power off and the power cord disconnected, press the power button on the computer for 5 seconds. The power light indicator on or near the power button might turn on briefly but then go out.
4. Reconnect the power cord and turn on the power.
Next thing, I would suggest here is to update the Bios and chipset drivers on your PC from our HP support website, using this link.
Once done, restart the computer and check how it goes.

This is a brand new laptop - no need to do a hard reset or anything like that. All I am asking is, what key(s) do I need to press in addition to the key immediately below the backspace button to get the symbols "greater than" and "less than?" There are actually five symbols on that key and the only ones that work (in conjuunction with the Shift key) are the backslash and the vertical line. Is it a combination of two or three keys, like Ctrl + Shift or some other combination?

I'm the Riddle_Decipher & I'm writing on behalf of my colleague @Jeet_singh, as the tech is out for the day, that said, I have reviewed your concern and the entire conversation, did some research and here's what I recommend:
(hear me out) I recommend you change the keyboard layout to English (US) to check if the greater than & lesser than symbol works on it, to ensure those keys are working, you simply need to use the shift with the Comma or Period (full stop) to use the aforementioned symbols, once you know it's working, we just need to use the right combinations to get it to work on English (Canada), according to what I see it's the same sequence on the English (Canada) as well.
That said, if it works on the English (US) however, it doesn't work on English (Canada), I recommend using the below as an alternative method:
To type a special character, using an Alt keyboard sequence:
- Ensure that the Num Lock key has been pressed, to activate the numeric key section of the keyboard.
- Press the Alt key, and hold it down.
- While the Alt key is pressed, type the sequence of numbers (on the numeric keypad) from the Alt code in the above table.
- Release the Alt key, and the character will appear.
