I Just put a new 16 GB Stick of Ballistix Memory in my Laptop but I cant seem to change the frequency in the BIOS.   Where is the option to adjust clock Frequencies?

No, You can't change clock speed of RAM on your machine . Its specs

It has 4 GB DDR4-1866 SDRAM (1 x 4 GB) and you won't be able to get higher than 1866MHz with new RAM.
