I was given this laptop by my brother in law. How to I change ownership and administrator?

Basically, you have to login using an account that has Admin rights, create a new account with those same rights, and delete your brother's account. 

 

But you will need a working password to do that and we are not allowed to supply passwords or workarounds.  You will have to contact your brother to login under their account.
