Without the battery and won't turn on with AC adapter plugged in but with the battery in, AC adapter is plugged in, and when I turn it on it's either Blinking White Light or just A Solid White Light. Please help I really want to use my PC again.

This looks like a possible hardware failure with the notebook. However, I would suggest you these steps here:
Perform a Hard reset on the notebook:
Let's start off by performing a Hard reset on the notebook:
Before power resetting your computer, do the following:

Disconnect or remove all peripheral devices. Start up the laptop and test the computer by itself, and then reconnect one peripheral device at a time.

Turn over the computer and look for a battery compartment door.

If there is a battery compartment, use the steps in Reset a laptop with a removable battery.

If there is no battery compartment, use the steps in Reset a laptop with a sealed or non-removable battery.

If you have followed the steps suggested from the above links and still having the issue. I'm afraid this could be a possible hardware failure with the notebook.

Select the product type.
Enter the serial number of your device or select let HP detect your product option.
Select the country from the drop-down.
You should see the HP phone support number or Chat option listed.
