I understand you have charging issues on your laptop, let us try to isolate the issue. Here is what you can do-

 

Perform a hard reset on the PC. Refer to the document HP Notebook PCs - How to Power Reset your Laptop​  for help. 

 

If the issue persists, Let's Run a battery test using F2 (during restart) also check the power adapter HP Notebook PCs - Using and Testing the AC Power Adapter

I FIxed it, its was the adapter middle pin producing low voltage so I added I 20ohm resistor between the middle pin to the inner positive and boom! It worked
