My good friend,
I don't know if it was casualty or causality what happend, but maybe what caused it was an update for Chrome after the Windows update.
Usually Windows update mess up some stuff, like the beats audio drivers (dunno why, but after every big update I, like many others, have to re install the driver)
Nevertheless, I already checked that function and was set " when opening the browser... Open a new tab" as usual.
What seems to have worked is to disable background processing after closing.
It's in the advanced settings, at the bottom under "system" category.
My guess is that this last version of Chrome it's not ending the process of the old tabs after closing Chrome , therefore you get to see them after opening Chrome again.
Hope that someone else find this usefull.

Google Chrome is not a Microsoft product. So, any updates from Microsoft should not affect Chrome.
However, Chrome has a "setting" that allows the behaviour that you are reporting. Just disable that setting.
