When trying to print the dialogue box does not find any device - just cycles for ever looking. The printer is installed correctly on the network and works on another Chromebook. Even if I delete the printer it still doesn't find any device to print to - not even pdf. What is stopping it from finding any device to print to? Help!

Mystery printer supported in one Chromebook could mean it is supported in another.
Check -
First for compatibility / setup and whether you could take advantage of the HPLIP library / installation
Next whether the setup is best handled using Google Chrome setup.
Scanning is available using Webscan.

It's not a mystery printer - it's an new HP printer that is fully compatible with chromebooks. I don't really understand your explanation - why doesn't the chromebook at least display the print to pdf option when the printer has been deleted?

I do not find the model name of the printer in your question.
"Mystery" was merely a name-swap since I have no idea what you are using.
I cannot answer the question "Why does not the Chromebook offer Print to PDF in absence of a print driver?"
I must withdraw having nothing useful to contribute.

When you hit the "cntrl-p" combination, what happens? That should open the print dialogue with "Save as PDF" as the only option.
If something serious has scrambled your Chromebook's OS, there is always the "PowerWash" option to start over again. Be advised, this will erase any personal files you may have saved on the device. Be sure to save them to a cloud service or thumb drive first!
