Why is the compatibility mode missing from exe file properties? When I right click - properties there is no compatibility mode to try to install older software. Why is this missing? Can it be enabled easily?

Welcome to the HP Community Forum.
If Properties is missing the Compatibility tab, it is perhaps not available in the Properties for the particular executable.
Properties > tab Security > Permission error?
Missing Full Control?
What?
How the File System interprets file structure is purely Windows and has naught to do with your computer brand or hardware.

I found those pages long ago- which is of no help at all, the only work around is super confusing and requires some kind of download also, I don't understand why it is there for some people but not for others for exe files on win11. I did get the program to install and it works but it makes no sense that the compatibility is not showing at all in the properties. I want to do the compatibility for the install and to also check if the program will be compatible. So far I don't need to run an app in compatibility mode.

Sometimes offered help is, as you say, "no help at all".
While never the intent, it can happen.
So - from "no help at all" to finding the answer.

In that first link you provided it does show that someone with win11 still has that option for the exe file but others don't have it. Did HP turn that function off in my computer? It is a new computer. I noticed it mentioned somewhere that an administrator could have turned it off?? I certainly didn't turn it off, I didn't mess with anything other than uninstalling a couple of junk programs.

No, HP did not turn off the feature in Windows.
On the two executables I checked at random in my downloads folder, I opened Properties, the Compatibility tab is available. That means nothing in the context of your experience.
Perhaps the Properties might even be smart enough to look at the executable and determine whether the Compatibility tab should be included. Were it my code, I would certainly consider doing that.
