HP Pavilion x360 14 Convertible PC 14m-dy0000 (23S37AV)

I have an HP Pavilion x360 14 Convertible PC 14m-dy0000. The "power option" equal to "do nothing" when the lid is closed. I do this because I extend to 2 attached monitors. As long as the lid is closed CPU utilization hovers around 30% with the fan running. As soon as I open the lid it drops to 1 - 3% and the fan stops.  Performance is fine. Just high CPU utilization.  Does not matter if the extended monitors are attached or not. I confirmed via MSConfig (disabling all non-MS services) and TaskManager-Startup (stopping all startup apps) that services and apps have no impact. I did a full McAfee scan and quick Defender scan. Both found nothing. I only use the PC for browsing and MS Office. I've determined it is the PC just trying to keep cool while running with the lid shut. But I don't recall this high utilization when I first purchased the PC 4 years ago. Am I missing something?  Is there some way to get the utilization down to 1 - 5%?
