I did this but a now back where I started, only worse! There was a registry error that prevented this from installing completely. Then it started flickering again, so I tried to uninstall it but a registry error prevented that. Now it is still in flickering mode and I can' t even raise the SimplePass program and I cannot delete it because "it is in use in another program"!

Update: I followed someone's advice and tried to reinstall the SimplePass driver, but it would not install completely. So now I have a partial installation which means I cannot permanently disable it. Every time the computer reboots it reloads the fingerprint driver, and it has to be disabled again. This takes a lot of steps but can be accomplished fairly quickly.
First, the symptoms are as follows: In my user account the cursor flickers and the hourglass blinks on and off next to it. Everything seems to work normally except pull down menus disappear before i can do anything. In the administrator account, the cursor jumps to a spot on the right hand side of the screen. I can move it away, but it jumps back before I can do anything.
In order to free the cursor, I press the Window key on the keyboard. It takes two or three presses before the Start menu pops up, then I right click the Window icon, bringing up that icon, then click on Device Manager. When DM comes up, make it the focus by pressing the Window key then clicking inside DM if necessary. In DM highlight the first line, then down arrow to "Biometric Devices'. Right Arrow to open the next line, 'Validity Sensors', press Down Arrow, then Enter.
In the new window, press Tab three times to highlight the General tab. Right Arrow to the Driver tab. Tab three times and it should move the focus to Disable. Press Enter. In the next box, press Left Arrow, then Enter. This will turn off the fingerprint reader and free up the cursor.
I uninstall the driver even though it will come back after a reboot, and switch back to the User account. Everything works normally after all that. Note the device driver is dated 2009 or 2012, so it is not surprising that it won't work with Windows 10. Even hp says it won't work and there is no updated driver. Maybe the new update to Win10 will fix this, but I don't have high hopes.

After reading this post and realizing it was HP SimplePass, I went into the app, went into the Personal Settings (gear icon) and unchecked LaunchSite (then hit OK). This was the setting that seemed to cause the flickering cursor. Didn't need to forcefully remove the app or anything else, plus I can still use my fingerprint to log into Windows.

This worked for me also the first time. Then someone said to reinstall SimiplePass. When i tried this it would not install completely and now i cannot uninstall it, delete it, or access the main menu. So this is why i have to jump through hoops to disable the fingerprint reader.

Hello guys
I was having the same problem, but in my case I was having little program callede " Anti-logger"
I was suspecting it, so I disabled it first, then no more flikkering, then I delete it totally.
Now no any flikkering issue exist.
In case you have such software, just delete it and you are done.
