Hi:

 

You can add Microsoft net Framework 3.5 to W10 as follows...

 

Go to the Windows control panel>Programs>Turn Windows features on or off.

 

Let the list populate, and the first item listed should be Microsoft net Framework 3.5.

 

Check the box to install it.

 

In a few minutes the program will be installed and you can then install your DVD software.

 

I would restart the PC first after net Framework has completed installing, and then install your DVD software.
