I've tried the online fixes which told me to restart the Device Association Services from services.msc. That didn't work and now the restart option is grayed out. I've even disabled all startup apps to no avail. Please help.

It's better to do clean windows install or factory reset to actually fix. it can be due to corrupt windows files and trying to fix it can waste of time now. if don't want to do factory reset because it's lengthy or don't want to remove any data then just disable this service. To do that:

 

- Press Win key or open start menu and type services

- Click Services (under “Best match” or “Windows Tools”) to open the Services window. 

- In services, right‑click Device Association Service → Properties → change Startup type to Disabled. 

- Click on Apply and ok.

- Restart your laptop.

Note- Disabling it permanently may break some Bluetooth/USB pairing features, so when paring snyd evice enable this service and disable it again when done.

Thanks for the help but the problem actually fixed itself overnight. I've faced no further issues.
