The reader / sensor can be purchased and installed by the consumer (or by a PC hardware technician)

No Biometric devices section = No working fingerprint reader hardware installed in the computer

Fingerprint reader
Although Windows 11 is indeed slightly different from Windows 10, the following document does include several key checkpoints and is worth a look:
HP Notebook PCs - Fingerprint reader troubleshooting (Windows 10)
Depending on the model, the fingerprint sensor might be integrated into the top cover / keyboard area. Check your system’s user manual.
Reminder: If the system does not include the fingerprint sensor, there might be a "cover plate" box where the reader would be located.
If your system does not have a fingerprint sensor and the option is available for your model series, the sensor can be purchased and installed. Check your computer’s maintenance and service guide for the part number(s) and the procedure.
Control Panel > Device Manager > Tab View > Devices by Type
Section Biometric devices > Fingerprint sensor (if listed)
If the fingerprint reader hardware is installed
AND
If you need the driver:
