I just got my HP ENVY x360 - 15-cn0007na.
The actions keys are not working. When I press "fn" key and then one of the function keys to access the actions such as keyboard backlight, screnn brightness etc, nothing happens.
I have verified that the actions keys are enabled in the BIOS.

Good Day. A warm welcome to the HP community.
I reviewed the case regarding issues with the function keys not working. I will be delighted to assist you here.
Here’s the step by step guide for you:

Click the Start button, then click Run.
-
In the Run window, next to Open, type MSCONFIG.

Press the ENTER key.

In the System Configuration Utility window, click the Startup tab.

On the Startup tab, under Startup Item, ensure that there is a check in the HKserv checkbox.
NOTE: If HKserv is missing, reinstall the Hot-Key Utility application by Clicking here
For Windows 10 drivers: Click here

Hi,
So the option is not there in startup.
I then followed the link for Windows 10 driver but this a download for a driver update tool, not the Windows 10 driver.
Do you have a direct link for the driver itself?

Goto the start button and search for task manager. Once done, click on services, and then search for hotkey and make sure it is running.
Once done, follow this link and install the chip-set drivers.
re-start the notebook and check if it work's.
