my fn key is completely locked i have tried everything but it wont budge

Thank you for posting your query. I will be glad to help you.

I hear that your Fn key is locked. The guide says you can toggle the action key feature by:
 

  • Press and hold Fn + Left Shift.
     
  • The Fn lock light turns on when Fn lock is enabled.
     
  • After disabling the action key feature, you can use functions by pressing Fn + the appropriate action key.

Also, on some HP models, the Fn lock light indicates that the Fn key is locked. The manuals also note that fn + esc displays system information.
 

If that key combo is not changing anything, your model may differ, but based on the provided HP guides, fn + left shift is the documented toggle for the action key/Fn lock behavior on supported models.
