HP ProBook 650 G8 Notebook PC (1Y5L2AV)

I just bought a probook 650 g8 and the previous owner did not factory reset it prior to the sale and now won't answer me.

I have tried following all the steps to factory reset it using the f11 at startup, however it goes to the screen that says it's resetting. And after some time it give me a message saying 'problem resetting your pc, no changes were made'.

I have tried about 5 times now with no luck.

What do I need to do to bypass this issue to hard reset the laptop to use it as my own?

That PC is a Business Class PC, so there might be some other things going on related to security, but look at this Cloud Recovery

You might need to read through the manual page 125.  Recovering using HP Recovery media.

If that is not a cure, it also mentions Using HP Sure Recover, which your model has.  In that it states "Requires the HP Wolf Security Console package. "  Those items are available in the software downloads for that model

All of this is related to the Business Class PC's, which I do not deal with and is outside of my experience.  Therefore you might need to do some research to get this straight. Read through the manual linked above.

Here's the info link for how to use the Cloud recovery client software from the link that TheOldMan posted:

Do I need to access the computer in order to download this? As I cannot get into the system as it's password protected and the seller won't answer me.

You can use another PC to create the recovery media with.

Then you boot from it and it will format the drive and reinstall Windows.
