On my hp notebook 15 64-bit operating system with windows 10 all the sudden the scroll bar would randomly start jumping. I would have to restart the computer and it would eliminate the problem for a short period of time. Then a few days later upon startup the first item on my desktop is selected and it will not let you open another desktop app but opens the selected highlighted one no matter which one you click on. The scroll bar is continuously also jumping now. I did do a system restore and this did not solve the problem. Any help would be greatly appreciated it is so frustrating and aggravating I cannot even use it at all.

Don't worry as I'll be glad to help, to provide an accurate resolution, I need a few more details:
- Did you make any changes to the settings of your PC prior to the issue?
- When was the last time it worked fine?
- Have you updated Graphics and Chipset drivers?
While you respond to that, let's try these steps:
Hard Reset: Follow steps from the link: https://hp.care/2GnkMa8.
BIOS default:
- Turn off the computer and wait five seconds.
- Press the Power button to start the computer and repeatedly press the F10 key to enter the BIOS setup menu.
- On the BIOS Setup screen, press F9 to select and load the BIOS Setup Default settings.
- Press F10 to Save and Exit.
- Use the arrow keys to select Yes, then press Enter when asked Exit Saving Changes?
- Follow the prompts to restart your computer.
