My daughter has set a pin and password but has forgotten them. Is there any way of accessing the laptop without factory restore? It has Windows 7 I think

If this is the local account (and not a Microsoft connected account), then most likely you will have to reset to factory default condition (or reinstall Windows from scratch). This is the official method. I am afraid there is no other official way.

The above is the official way. There may be some other ways you can search on your own online. Unfortunately, I will not be able to guide with them as they are not official and may be considered illegal/backdoors/unauthorized entry/ etc. and I cannot verify your identity and if you are the real owner of the PC trying to enter for legitimate reasons. However, you might search online. If nothing helps, just reset to factory default condition.

Windows 7 do not have a PIN, they have a user account passwords only.
Please, elaborate if this is related to your Windows password or BIOS start-up password ?

* If related to BIOS/startup password before Windows loads
In this case, please enter some password (wrong password) 3 times, press ENTER and you should receive a new window stating system disabled and a code similar to this one :
Please, take note of the system disabled/halted code (write it down).
