As to the first issue, the warranty start date is set when the PC is BUILT, now when it is SOLD.  So, this one sat for a long time before you bought it.  You need to contact HP Customer Support to have them assist you in registering it so that can reset the warranty start date.

To contact HP Support see the following link to create yourself a case number, then call and it may help speed up the call process:
Step 1. Goto this page https://support.hp.com/us-en/contact-hp
Step 2. Enter Product number or select to auto detect
Step 3. Scroll down to "Still need help? Complete the form to select your contact options"
Step 4. Scroll down and click on: HP contact options - click on Get phone number
Case number and phone number appear.

As to the AV being used, HOW did you determine that?

If you believe this to be a USED PC, not a NEW one, we can do nothing for you about that.  You will need to return it to where you bought it and demand a refund or a replacement.
