Cant boot the Win10 laptop no matter what I try. Ran the UEFI Diag which said the 'HD Short DST Failed. Failure ID Q4XU24-8QMBRJ-MFPURF-60TA03'. What ever that means. I assume start with a new hard drive as Step 1, possibly SSD Unit.
But the DVD Link to order a DVD Win10 does not exist. So how can I get Win10 reinstalled? The HD recover partition is not available any longer.
Is Win 11 preferred at this point?

Your primary (boot) drive is defective, and will need to be replaced ASAP:
Modified for your laptop as per @Paul_Tikkanen:
"Most likely based on the info you have provided, you will need to install a new hard drive and reinstall the operating system. It is recommended that you replace the failed 2.5" 1 TB mechanical hard drive with a better performing 2.5" solid state drive (SSD). You also have the option of making an M.2 NVMe SSD your primary drive: HP - Compaq Pavilion 15-cc123cl | Memory RAM & SSD Upgrades | Crucial.com.
Here is the link to your service manual where you can find the hard drive removal and replacement procedure: h10032.www1.hp.com/ctg/Manual/c06525445.pdf.
After you replace the drive, you can use the HP cloud recovery tool and a 32 GB USB flash drive to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your notebook.

You can download the software from the Microsoft Store: https://apps.microsoft.com/store/detail/hp-cloud-recovery-tool/9MTKS9PR7R3N?hl=en-us&gl=us&rtc=1.
You will have to use the utility on another PC, so you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media."
And yes, your 8th gen Intel processor would make your laptop eligible to run Windows 11. The only problem is that HP has not offered specific Windows 11 software & drivers for your laptop: HP Pavilion - 15-cc123cl Software and Driver Downloads | HP® Customer Support.
