HP 17.3 inch Laptop PC 17-c0000 (320M3AV)

On previous HP laptops I was able to select the Shift + F8 to get the F20 functionality.  (The Shift + F8 is used by the VBE to step over a call.)  On my new laptop if I select Shift + fn + F8 it does nothing.  Nor can I do it on my husband's HP laptop bought last year.  I can do it when I attach a USB keyboard to my laptop.  

 

How do I get my laptop to recognize the Shift + fn + F8 as an F20 key?  I have tried mapping it using Microsoft PowerTools Keyboard Manager.  I tried mapping the F8 key to F20 and that did nothing too.  Does this mean that HP has dropped the F13 - F24 keys all together?
