I have tried through recovery option during boot up [F11]. Here trouble-shoot option use to give reset/refresh option. But not it says no bootable media found. Please let me know how to get recovery manager software installed. .

If you have a recovery disk, you don't need the recovery manager in order to boot from it.
But anytime you have to boot from a DVD in a PC that came with W8 or newer, such as yours, in order to boot from a DVD, you have to go into the BIOS, enable Legacy Mode and disable secure boot.
See this link for the settings to change...
After you have made and saved those changes to the BIOS settings, have the Windows recovery disk in the PC.
Turn on or restart the PC.
Tap the ESC key to get the menu of options. Select the F9 boot options menu and from that, select the legacy DVD drive and press the enter key.
Watch the screen for a message that states in substance to 'Press any key to boot from the DVD.' Press any key, and the PC should boot from the recovery disk.

Yes, I know. I have the recovery DVDs too. But my Laptop is 5+ years old and my DVD drive is not working for at least 4 years. So now I have to buy a drive first and I am not even sure about the condition of the DVDs since till now I never had to use them.

If your notebook is not functional, you can clean install W8.1 by using the W8 product key in your notebook's BIOS.
That way you will be able to fully use it again.
Install W8.1 by creating the Microsoft installation media, using another Windows PC, if yours is not working...You want W8.1 64 bit.
Only if you are asked to enter a product key during the installation process, use this generic key.
This is the generic key for W8.1 'standard.'
If you had to enter the generic key, manually change the generic product key to the W8 'standard' key in your PC's BIOS in the PC settings menu.
After you get W8.1 installed, and you had to manually enter the W8.1 generic product key, you will need to run the free utility I zipped up and attached below, that will show you show the W8 product key in your PC's BIOS.
I have also zipped up and attached below, the Microsoft tool which hopefully will transfer the ISO file to usb flash drive so it is bootable.
Then you can install the available drivers and software from your PC's support page.
If the showkey plus utility shows a W8.1 Single Language product key, then you will have to go back and download the W8.1 SIngle Language ISO file so the W8.1 Single Language product key will activate the installation.
