@raczu1982, Welcome to HP Support Community,
Thank you for posting your query; I’m here to help by guiding you through steps to resolve this issue
Uninstall and Reinstall the HP Cloud Recovery Tool
Go to Control Panel > Programs > Uninstall a Program
Find HP Cloud Recovery Tool and uninstall it.
Download the latest version from HP:
HP Consumer PCs - Using the HP Cloud Recovery Tool in Windows 11 and 10 | HP® Support
Run as Administrator
Right-click the installer or shortcut.
Choose "Run as Administrator"
This ensures full permissions for USB access and driver downloads.
Clean Up Temporary Files
Old/corrupt cache can hang the install process.
Press Win + R, type: temp → Delete all files.
Then do the same for %temp% and prefetch
Also clear any HPRecovery folder under:
C:\SWSetup
C:\Users\<yourname>\AppData\Local\HPRecoveryTool
Check Internet Connection
Make sure:
No firewall/VPN/proxy is blocking the connection.
Try switching networks (e.g., mobile hotspot or wired connection).
Pause or temporarily disable antivirus/firewall software.
Use a Different USB Stick (Minimum 32GB)
Some USB brands or formats cause issues:
Use USB 3.0 (minimum 32 GB).
Format as FAT32 or NTFS (try both if one fails).
Avoid USB sticks with multiple partitions or encryption.
I hope this helps.
Please feel free to reply here if you have any questions or if you need further clarification on any of the steps.
Take care and have a good day.

Thank you very much for your support. Unfortunately, these instructions did not work.
What I have tried so far:
1. Reinstalled Windows, including all drivers and updates
2. Installed HP Cloud Recovery Tool on another notebook and tested the creation process. Unfortunately, without success
My approach:
After the reinstallation, I downloaded the latest version of HP Cloud Recovery Tool and installed it as an administrator.
I also run HP Cloud Recovery Tool as an administrator.
The internet connection is connected to the notebook via cable. It is 1GB fiber optic.
After starting the HP Cloud Recovery Tool, I use these settings:
- Model number and serial number are automatically detected
- Operating system: Windows 11 Pro
- Check button: Microsoft Office Professional Plus is deactivated
- Recovery option: Operating system and drivers
- Region: Europe 1
Download server: Europe (all others were also tested)
- USB stick: 128 GB Samsung FIT Plus and 64 GB Samsung FIT Plus
The driver installation is not completed.
The notebook has 64 GB of RAM. So I created a RAM disk for testing (40 GB). Unfortunately, this did not help either.
