I recently purchased an HP Envy 16-H1023DX and have the issue that my Device Mode under System Control is stuck on Balanced inside of the HP Command Center application. This means the CPU TDP and GPU TGP are lower than their maximum using "Performance" and I cannot select "Power Saver" when on battery. I have tried using the recovery partition to reinstall Windows on a separate partition and have the same problem. 

 

Note: The laptop did not have HP Command Center originally, which was odd. I also cannot get the "SDK Pack for HP Command Center" to fully install, which I believe this is the real problem. Every time I try to install the SDK, the progress bar stops a quarter of the way and a popup says I will be signed out and the laptop will shutdown/restart.

That link is for the Windows 10 version of HP Command Center and, therefore, my laptop does not show up on the list as it came with Windows 11. Furthermore, the links at the bottom of the page about uninstalling are broken with Error 404, and the Windows 11 HP Command Center that is supposed to come with this laptop does not look like the pictures in that link.

 

Again, I can install HP Command Center, but the SDK that actually controls switching the profiles and Windows Power Profiles won't install on my laptop. This is a serious issue as the GPU is limited to 70W and CPU limited to 25W under extended loads. I am an engineering student and need the performance profile to more efficiently do my work.
