I believe this may not be the right channel for this; however, it would be also great to learn whom I should contact about this issue. I made a bunch of tests and concluded that the HP Download and Install Assistant will not function if the windows display language is a foreign language (I just tested with Turkish but I think it would be the case for all languages that have non ascii characters). The program will install fine, the browser will ask to open with it; however, when I accept, it will not bring the "do you want to allow this" pop up.

Thank you for posting your query, I will be glad to help you. 

It seems the HP Download and Install Assistant may be encountering compatibility issues with non-ASCII characters in the Windows display language, particularly Turkish.

Recommended Workaround

Here’s what you can do:

Option 1: Temporarily Switch to English Display Language

  1. Open Settings > Time & Language > Language & Region.
  2. Under Windows display language, select English (United States) or another ASCII-based language.
  3. Sign out and sign back in to apply the change.
  4. Retry the HP Download and Install Assistant.

You can switch back to Turkish after the installation is complete.

 

Option 2: Manually Download Drivers

If you prefer not to change your display language, you can bypass the assistant and manually download drivers:

  1. Visit the HP Drivers & Software page.
  2. Enter your notebook model.
  3. Select your operating system.
  4. Download and install the drivers directly.

@Max3Aj, thanks for the suggestions. Firstly, I would like to talk about the first. The computer I have (like most HP notebooks) comes with Windows Home Single Language and since I bought this computer from Turkey, the system language from factory is Turkish. I have the technical skills to reinstall the OS; however, average user does not. This makes the first alternative literally a paid option. For the second option, you say that I can find the drivers by using the serial number on the product; however, HP has a confusing modelling scheme where there are generic and specific models. For instance, my laptops model is hp-15-fcxxxx, it is even registered as such on the bios; however, it has a more specific model name. In addition, sometimes HP can ask for the product number which is harder to get if you are not using product detection. Secondly, it is a pain to install that many drivers, I need to download a bunch of exes and organize them to install.  While HP's solution for driver installation is the worst, I believe they can at least show some effort to support it on their international users. After all, they are selling the product so they should have the support to back it up. 

I would like to ask again, where I can contact about this issue? This is a bug so it must be addressed properly.
