Greetings . There was a problem, HP ENVY-17-n003ur began to arbitrarily park one core during load, mainly during games. This greatly affects performance.
Throttling is not observed, the processor does not reset the frequencies.
Attempts have been made to reinstall the operating system. It didn't give any results.
The power plan is set to the maximum performance possible (This applies to the Balanced power plan, there is nothing else in the system.)

Greetings.
The problem seems to be solved.
A similar problem was found on the Internet, the person solved it like this (I applied these actions to myself.)
1. Reinstalling the operating system Windows 10 1809 (Disabled updating drivers in Windows), followed by updating to a newer edition.
2. Installing the driver from the model's website, without further updating.
P.S. It looks like Window is automatically updating some driver that is causing this problem. It is not possible to specify which one exactly, since it updates many drivers.

May I know from when are you facing this issue?
Did you make any hardware or software-related changes to it?
May I know if it happens in any particular game?
I suggest you perform the following updates one by one on the laptop:
NOTE: Please have the charger connected to the laptop during this update. Let the laptop restart after every update is successful.
Intel Dynamic Platform and Thermal Framework Client Driver.

Hi .
Prior to your reply, such actions have been taken.
1. Bios update. F.21 to F.50 (It was a terrible week and experience, the process was difficult, the laptop resisted as best it could.)
2. Thermal paste change.
3. Reinstalling the operating system, installing drivers from the site.
Result: In terms of performance, it got better, but the problem of core parking was not completely solved.
