I have an EliteBook 745 G6 (Ryzen 5 Pro 3500U) running Windows 11 24H2.
After updating to BIOS Firmware ver. 01.31.00, it is thermal throttling
HWiNFO shows:
• HTC = Yes, PROCHOT EXT = Yes (100%)
• CPU temp ~40°C, but fan spins at ~5700 RPM
• Normal usage gets throttled to ~400 MHz
Tried rollback & EC/BIOS resets — no luck. USB-C firmware blocks downgrade.
Does anyone have a workaround or did HP ever issue a fix? Screenshots/logs available.
The cpu stuck at 2.10 MHz is which is the base speed in safe mode and also 0.50MHz to 1.50MHz in Diagnostic mode. All drivers are up to date, BIOS too are update.

I recommend calling HP. Even though your warranty may be void, you can still call them, start a support case. Other people may also have the same problem so (hopefully) this will also reach the HP firmware guys so that they're aware of the problem and release a new BIOS package.

Hello,
Did you call the right number? HP split up 10 years ago to two completely different companies, HP Enterprise (servers, networks) and HP Inc, which sells computer, printers, consumer stuff. At least in my country the pre-split support number was given to HP Enterprise (HPE) and HP Inc acquired on completely new support number, so if you looked up the number from some old document it could be a wrong number.
Where do you live? Perhaps we can help finding the right phone number.
HP has phone support all around the world, but not in every single country. HP does not want customers to call them but use the "AI" chatbots and such, which is why they don't seem to list their phone numbers at the support website.
