It's mostly AMD's problem since driver code signer is AMD not HP.
My bq100cto model is offically stuck at 22.19.655.1. Other newer HP Ryzen laptop like db0996na model has 23.20.826.2304 and 24.20.12050.0 (close to Adrenaline 18.7.1's Windows Driver Store version 24.20.12019.1010)
The real solution is for AMD/HP to submit a newer Adrenaline 18.5.1 (Windows Driver Store Version 24.20.11016.4) or Adrenaline 18.12.2 driver in Windows Update with hardware ids for our bq1xx models.
on my bq100cto model, F.03 Rev.A BIOS has Nov 27, 2018 date which is newer than F.17 Rev.A's Apr 11,2018 date
I don't think so. You contradict yourself. If newer drivers come from AMD for other products and manufacturers that means some manufacturers are getting them, some not... and from whom? AMD.
Why then HP is not getting them from AMD for the same line of CPU's others do? Why did AMD forget about HP? The answer is simple. HP wants to run support on the cheap. Save money. Do you think AMD is customizing and testing drivers for free? Really? Without paid order from HP this is never gonna happen. Generic chipset/display drivers would have been available from AMD for all laptops. They are not. AMD has no business subsidizing HP product sales. If what you were saying was true the same driver would have been available for all manuf. the same day from AMD, but it's not. Some, like HP, choose not to pay. The outcome is simple, no drivers. You have to pay for that privilege. AMD has no duty to test drivers on all hardware platforms. It rests with OEM's like HP.

So far so good. I'm on F.19 BIOS, cleaned previous drivers with DDU and installed Adrenaline 18.12.3-dec 19 drivers downloaded from AMD's website.
I'm using Davinci Resolve free version and it seems to work without problems. Also Premiere Pro OpenCL mercury engine seems to work now and I'm not getting that purplish video anymore.
But I have to say I'm very dissappointed of HP and AMD because of this complete lack of proper drivers and BIOS support.

18.12.3 is the Adrenaline but driver ver. starts with 22,23 or 24... which one is that?
As explained AMD is not to be blamed, you didn't write the driver yourself, did you?
AMD did that.
HP is fully at fault here for its total neglect.

According to GPU-Z it says that driver version is 25.20.15003.5010 DCH/Win 10 64 dec 17, 2018.

Interesting... latest MS listed driver is 24.20...
25.20 not even there. Several AMD drivers released but this one appears to be latest.
My laptop still being serviced... no way to test.
Seems video is working fine if editing is OK.

Wen't to AMD's website downloaded drivers from Processors with graphics-> AMD Ryzen Processors->AMD Ryzen 5 Desktop processors with Radeon vega graphics->AMD Ryzen 5 2400G.
Don't have a glue why it worked because I'm not that tech savvy but at least it works for me.
