HP EliteBook x360 1040 G8 Notebook PC IDS Base Model

Hello, in our company we are using HPIA to update drivers and also install drivers during OSD. We are currently using the latest version of HPIA 5.3.1. We are using our own offline repository. The issue is, that on multiple models, HPIA does not install the latest version of BIOS, even though the softpaq, cva and html are downloaded. Running the HPIA via GUI agains the HP servers detectes this update, but not from offline repository. I tried deleting this softpaq and downloading it anew, but that did not help.
It installed the BIOS version 1.18, which is also in our offline repository. My suspicion is, that HPIA has trouble identifing the latest version of BIOS available and installs something else.  Another question is, why we have two BIOS versions in our repository. After each Repository Sync we run also Repository Cleanup, which I would expect to delete all the previous versions of softpaqs, if for the same device/driver/BIOS there is already a newer vesion downloaded.
The latest BIOS version for this model is 1.20, and the softpaq number is SP156788, which we have in our repository:

Here are the logs from the HPIA, the exit code is 257, which means, that there are no recommendations:
