Even after uninstalling HP JumpStart Apps.exe from Control Panel and clearing all its registry and program data files this error is popping up every time on windows start-up and after cancelling, it is again coming after few minutes.
Need a solution to this problem at the earliest.

Open File Explorer
Navigate to the Startup folder in your message.
For example,
Navigate to
C:\Users\AccountName\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
If the offending file is located within the Startup folder,
Remove it from the folder.
Leave the empty folder there unless it causes trouble later...

Yeah... Registry edits can bite back sometimes.
If you have not done so, Restart the computer .
Will that help? Likely not.
It will make a different if the Restart the is only thing needed to remove the message.
What else?
Not sure.
You did make an Export / backup of the registry, right?
You could try restoring your backup of the Registry.
See whether that makes any difference to the outcome.
At least the registry will be intact and you will know that is not the issue...
OR
Start over - Use System Restore to "go back" to the time / date before you did all this and start over.
Either take another shot at the uninstall,
OR
Use the App Settings for this app to switch OFF the notifications,
OR
Do not remove JumpStart at all - just leave it alone.
