HP Keyboard Filter Driver HpqKbFiltr causes unreliable Ctrl+Shift input-language switching on HP EliteBook 8 G1i

HP EliteBook 8 G1i 14 inch Notebook AI PC
Windows 11 Enterprise 24H2

Issue:
The Ctrl+Shift shortcut for switching Windows keyboard/input language is unreliable. It often requires 2-5 presses to switch layout. Win+Space works reliably. The problem occurs with two layouts only: English US and Ukrainian.

Reproduction:
1. Configure only two input layouts:
- en-US / 0409:00000409
- Ukrainian / 0422:00000422
2. Set Ctrl+Shift as the input language switch shortcut.
3. Press Ctrl+Shift repeatedly.
4. Expected: layout switches on every press.
5. Actual: layout switches only after several presses, randomly.

Diagnostics performed:
- Confirmed only two HKLs loaded: 04090409 and 04220422.
- Removed hidden/extra UK layouts from user and default profile.
- Disabled HotKeyServiceUWP.
- Removed HP keyboard filter packages and forced internal keyboard to Microsoft keyboard.inf.
- When Windows reinstalled/rebound HP keyboard filter, the issue returned.
- When HP keyboard filter was blocked/removed, internal keyboard bound to Microsoft keyboard.inf.

Relevant HP components:
- Device: ACPI\HPQ8002
- HP filter driver: HpqKbFiltr.sys
- INF: hpqkbfiltr.inf
- Extension INF: hpqkbfiltrextension.inf
- Software component: hpqkbsoftwarecompnent.inf
- Service: HotKeyServiceUWP

Observed HP driver versions:
- hpqkbfiltr.inf version 8.10.52.464 dated 03/10/2026
- HpqKbFiltr.sys file version 11.1.9.1
- HotKeyServiceUWP disabled did not resolve the issue while HpqKbFiltr remained attached.

Request:
Please investigate HpqKbFiltr / HP Hotkey Support interaction with Windows 11 Ctrl+Shift input-language switching. The filter appears to affect modifier-key timing or processing for Ctrl+Shift, causing Windows input language switching to miss presses.
