Hi, I am having the same below problem and unable to contact HP support on emails.
"Hi
I am getting an error message on the partner portal when I try to accept the terms and conditions. "Error your request failed to complete"
It tells me to contact an administrator - "Your account with login is not active. Please contact the administrator for more help". When I try to do this, the terms and conditions acceptance box pops up again, which again causes an error when I try to accept.
Please can you advise?

2. Select the country.
3. Enter the serial number of your device.
4. Select the country from the drop-down.
5. Click on "Show Options".
6. Fill out the web form. A case number and phone number will now populate for you.
