Welcome to the HP English Community --
The HP Support Assistant is not likely doing anything worthwhile -- Software and Drivers for your computer and Windows 10 have not provided updates for years. That is true for both the models in this set (Touch and Not).
Were it mine to do, I would open the TaskBar and kill the HP Support Assistant Process.
Since HP Support Assistant is no longer providing the service for which it was intended, you can uninstall it.
At the least, Open the app Settings and Switch OFF the check for Updates.
Uninstall...
HPSA is likely the old software type -- Uninstall the program from Programs and Features.
and
After the HP Support Assistant is uninstalled from Programs and Features, you can also uninstall HP Support Solutions Framework.
IF you somehow ended up with the HP Support Assistant App version, uninstall from Settings > Apps > Apps and Features
There is no "app" version of HP Support Solutions Framework.
What else?
If you are freaked out by the idea of uninstalling HP Support Assistant, leave it.
What?
Your computer - do what you think is best for your situation.
Switch off the HPSA check for Updates - keep an eye on it so it doesn't go nuts and hog the system resources.
