I bought my laptop two days ago. It was freedos and I installed licensed Windows 11 25H2.

However builtin webcam is not working.

 

I did hardware test on UEFI no problem.

Ran Windows troubleshooter, no problem shown.

It seems properly installed on Control Panel.

However I got the following message.

I understand your HP Victus laptop’s built-in camera isn’t working even though it passed the UEFI hardware test. Let’s go through a few steps to check what could be causing this.

Check Windows Camera Privacy Settings
Go to Settings > Privacy & Security > Camera.
Ensure Camera Access and “Let apps access your camera” are both turned ON.

Verify the Camera Toggle Key
Some HP models have a function key that disables the camera.
Press Fn plus the key with the camera icon to toggle it on.

Reinstall the Camera Driver
Open Device Manager and expand “Cameras” or “Imaging Devices.”
Uninstall the camera device, restart your PC, and allow Windows to reinstall it.

Install HP-Specific Drivers
Visit support.hp.com and enter your laptop model.
Download and install the camera driver and HP System Event Utility.

Reset the Windows Camera App
Go to Settings > Apps > Installed Apps and select Camera.
Choose Advanced Options and click Reset.

Check for App Conflicts
Apps like OBS, virtual camera tools, or other OEM utilities can block access.
Temporarily disable or uninstall any app that may be using the camera in the background.

Confirm Camera Is Enabled in BIOS
Restart your laptop and press F10 to enter BIOS Setup.
Under System Configuration, ensure the camera is set to Enabled.
