In the HP Diagnotics program inside Windows 11 when performing the hard drive test, it fails and says the drive is failing. But when I run other diagnostic programs, like chkdsk or sfc (system file checker) from the command prompt, they don't find nothing wrong. I even tried uninstalling and reinstalling the HP Diagnostics program and the program still says the drive is failing. Does anyone have any ideas on what is going on?

In my experience with hard disks and SSD and the HP PC Hardware Diagnostics UEFI utility I have found it to be accurate.
It is more accurate than chkdsk or sfc utility apps. I would replace the drive.
You can verify its accuracy by invoking the Device Manager to get the brand and model of your laptop's installed storage solution.
Once you have that you can go to the HDD or SSD manufacturer website support section to download their proprietary diagnostic software. Run the manufacturer's diagnostic utility to see if it matches what the HP PC Hardware Diagnostic UEFI Utility is warning you about.
Do yourself a favor and backup your important documents, photos videos and other data to an external storage device in the interim.
If you don't do that and the drive or SSD does fail before you do it, you may lose everything that was on the laptop.
Your data may be recoverable, but the cost for that is extremely high.
