You should be able to use the HP cloud recovery tool using another Windows PC to create a bootable USB recovery drive that will reinstall W11, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive for this.

Since you have to use the recovery tool on another PC, you will need to enter your PC's product number in the tool's search window in order to proceed to make the recovery media.
The 4V791AV product number you posted is for the general model series consisting of many different individual model numbers/product numbers within the general model series.
You need to know or find the product number for your specific model notebook.
If you don' t know what it is, it may be listed in the BIO, or you can enter the serial number in the HP PartSurfer link I posted below, and it should provide the product number for your individual PC.
You also have to include the #ABA that proceeds the product number in the recovery tool's search window,
