There is no problem when I start it with the charging cable, but when I unplug the cable and plug it back in, the CPU drops to 0.39 GHz and when I unplug it again, it fixes itself. I had this problem before and it was fixed when the bios was updated, but then it happened again. I am trying to update the bios again right now, but the bios is not updating.

I understand how frustrating this must be, especially since a BIOS update previously resolved the issue but it has returned. Let's try to get this sorted out.

 

Here are some troubleshooting steps to help:

 

Check Windows Power Settings

  • Go to Control Panel > Power Options and ensure you're on Balanced or High Performance mode.
  • Click on Change plan settings > Change advanced power settings and check Processor power management. Set the Minimum processor state to 100% on both battery and plugged-in modes.

Reset BIOS to Default

  • Restart your laptop and press F10 to enter the BIOS.
  • Look for the option to Restore Defaults (usually under the Exit tab).
  • Save and exit, then check if the issue persists.

Manually Install the BIOS Update

  • If the BIOS is not updating through HP Support Assistant, try downloading it manually from the HP support website.
  • Run the installer as an administrator and follow the on-screen steps.
  • If the update doesn’t apply, check if your BIOS version is already up-to-date.

Check HP Battery Health and Drivers

  • Open HP Support Assistant and check for battery health diagnostics.
  • Update chipset drivers from HP’s official site.

A few questions to narrow this down:

Does this happen only when switching from plugged-in to battery mode, or do you notice performance drops at any other time?
Have you noticed any other unusual behavior, like battery draining faster than usual or overheating?
When you previously updated the BIOS, do you recall if it was done via HP Support Assistant or manually?
