After updating to Windows 10 1903, I am getting popups of Hp support webpage every 20 minutes. This is very frustrating and disturbing.

Is this related to the windows update, or merely an error on the HP system?

Is it that a new tab opens up randomly, every time you open the browser, 

Or does the browser open up with the support page while you are working on other things?

 

While you respond to that, I suggest you uninstall the HP Support assistant using the below steps and if the issue doesn't occur, simply reinstall it from this link to resolve the issue,

  1. In Windows, search for an open Uninstall a program.

  2. On the Programs and Features window, select HP Support Assistant, then click Uninstall.

  3. Click Yes on the Programs and Features screen to confirm you want to uninstall HP Support Assistant.

  4. Restart your computer to complete the process.

If it still appears to be an issue, please run an anti-malware scan on the device and share the results with us.

The issue happened while I worked on other things. Following your solution, it seemed to be resolved. I am now reinstalling the support assistant from the provided link, and hopefully the issue will not happen again,

@Penipawa That's awesome, these issues occur when the HP Support assistant application settings are changed due to a windows update or if the app is corrupt, a reinstallation usually fixes such issues.
