Hello, and Welcome to the HP Support Community!
Are the links actual "hyperlinks" (underlined, and turn blue when you point at them), or just a "web address"?
Are you getting any error message?
Try copying and pasting the *inaccessible link" into the address bar of your browser, then hit "Enter". Does it open?
For example: http://www.google.com
And again (just text) google.com

What Anti Virus and email program are you running? Doing a search for that error results in several hits that claim the links are possibly malicious.
What is URL defense alert?
URL Defense scans incoming e-mail for known malicious hyperlinks and for attachments containing malware. This feature rewrites scanned URLs to Proofpoint's standard URL format https://urldefense.proofpoint.com. Once a link is rewritten, it is analyzed for any potential malicious content.
If you're getting it in Outlook:
How do I turn off URL Defence in Outlook?
You can turn them off by signing in to https://outlook.live.com. Then select Settings > Premium > Security. There's a toggle under Advanced Security that you can use to turn off Safelinks. Note that turning off Safelinks will only affect future messages you receive.
Try googling the error combined with the email program being used.
