Settings > Accounts >
Scroll down to "Your Family"
Click the box "Add someone"
If you want the added account to have Administrator access,
After the account is added,
Edit the account and change the account type.

I doubt the way I manage my systems is the way you manage your computer(s).
Not sure how you'd switch the main account that shows "first" in Settings > Accounts.
I have some ideas but I don't generally try to force Windows into another shape.
The process to change the main owner / administrator might be quick and easy or messy and difficult.
I'm not the one to ask this question.
What?
When I don't like the way things are set up -- or if I manage to break Windows --
I do a final check to make sure I have the backups of the data I expect to keep and see again.
Clean install the OS and start over.
Create the accounts on the system in the order - and of the type - wanted to manage that system.
Use previously made backups to fill in any missing data in the new account(s).
General Example
First login / new computer / new clean installation of the Operating System:
- Create an original local account on the computer - the account includes Administrator access.
- That local account Userid is named to reflect the desired top level folder name of the account.
- Depending on who will "own" the computer, the Userid is different.
For example, if building the system for someone who wants their top folder to be named "Fred", then the Userid for the first local (admin) account created on the computer is named Fred.
- The account - logged in and set up (let Microsoft configure the Desktop), is next switched over to sign in using a Microsoft account.
In our example, the switch-over to sign in with a Microsoft account might be set to use email address FredMottendale @ FancyMail.com
- The top level folder name is not changed - that account folder is still named Fred. Nice.
Next,
At least one, possibly more new accounts are added - these usually start out (and generally stay) as local accounts.
Each account is edited to change the account type to admin.
Each local account is provided a decent password and one won't be lost.
Each account is tried - that is, signed in and allowed to be set up and configured by Windows.
Done - log out of the account.
This setup provides an access door to the computer in case the main account is damaged, hung, stuck, buggy, or otherwise not usable.
