You don't!
The software is written for very different Operating Systems.
You would have to obtain the source code, which you probably are NOT going to be able to get,. Then, you would have to install a Windows applications development environment on your PC -- and those are VERY expensive! Then, you would have to rewrite the software at a low level, replacing every Chrome OS system call with the equivalent Windows and third-party library calls.
If this sounds like a LOT of highly-specialized work -- that is because it IS!
