I NEED to be able to do CTRL + Insert to use a specific program for my work. I just bought this brand-new computer and I can't see any way to do CTRL + Insert ! Please help!

I dislike compact keyboards - I have a "compact" keyboard on a Probook - little monster at least has an Insert key.
Searching the Net: There are many articles on the subject of compact keyboards that lack various keys - Insert is amongst those most sorely missed when it is removed from a tiny / compacted keyboard field. I would guess you have searched and read most of these solutions - compact keyboards are common on new smaller laptops.
The Envy x360 model in your description seems to lack even the semblance of an Insert Key.
It certainly does not have a "number keypad".
I found this article mixed in with the others that mentions a "hidden" key combination
