Microsoft has at least 2 products called Outlook. The first one comes with MS Office Suite (we have to pay) and the second one comes with Windows (free) . You can have BOTH on your machine.
Now you are saying LOADING ISSUE, which one you are talking about ? What is the error message ?

Outlook has to know the network location of your e-mail server.
With locally installed Outlook, this is probably the network location of your ISP (Internet Service Provider). We would have no way of determining that, so you have to contact them. They usually have setup guides for the different email applications listing the settings you need.
If you're using the free Online version, I have no idea how that works since I have no intention of sharing my private email with Microsoft.
